The approved reform of building permits will probably not start as planned in April 2024. Building permits will no longer be handled by municipalities, but by a new authority, ÚÚPV, using a new Urbion IT system. ÚÚPV is yet to call a €30m tender for its delivery and is trying to avoid this obligation by awarding an €8.6m project to the TU university in Košice. It claims that this is a research project for which it did not need a tender. However, the university admits that it is developing the IT system and, according to Slovensko.Digital, this is a deliberate circumvention of the Public Procurement Act. The launch in April 2024 is highly unlikely anyway.
