Major changes in building permit legislation
The Transport Ministry sent for comments a new Construction Act, although the law approved by the previous parliament has not yet taken effect. The main change is that the first instance building permit procedure will not be transferred from the municipalities to the new state authority and the EIA process will be conducted separately. Much as before, the new law shifts responsibility for the permitting process to project engineers, merges zoning and building permits, introduces electronic communication and document submission, and sets time limits for the state to issue decisions. The aim is to speed up building permits. The new state authority, namely its eight regional branches, will be the appeals body for municipal decisions.
