The government capped charges and fees, part of the final electricity price, at this year’s level. The tariffs for system operation, system services, and transmission losses will thus not change in 2023. The difference between their real and this year's level, about €850m, will be covered by the state. It also capped a central heating price rise for 2023 at 15%. The difference up to market prices, €395m, will be covered by the state.
