Evil system in PPA
An audit at PPA, the agency paying out farming subsidies, found shortcomings and corruption suspicions in 60% of 110 cases it looked at, totaling €47m. “This was not a coincidence, but an evil system,” commented Agriculture Minister Ján Mičovský (OĽaNO). The audit was carried out by PwC, a consultancy. It pointed out huge fees for “consultants” (25% of subsidies), conflicts of interest between grant applicants and PPA staff, leakage of information, rigged application evaluations, manipulation of accounting documents, and reclassification of unsuccessful projects as successful. PPA reimbursed €600,000 for a combine harvester sold for €250,000.
