Geodesists’ cartel in €45m tender
The Agriculture Ministry called three tenders totaling €45m, for land adjustments. It will pay geodesists to settle land ownership and create larger plots that can be used by farmers, municipalities, and investors. Most geodesists in the country have teamed up to form three consortia, on a regional basis, so as to avoid competition. Two of the consortia submitted bids in two regions, in a way to win in “its” region and lose in the other. The third consortium only submitted a bid in “its” region. Despite the apparent cartel, the prices the consortia demanded are at the market level. The Ministry is evaluating the bids.
