Trucks paid €201.1m in tolls for using highways and 1st class roads in 2017, 4% more annually. Foreign trucks accounted for 45% of the revenue. The state would be better off without the toll, with the old system of paper stickers, as most of the revenue stays with the toll system’s operator, SkyToll (its official owner is Czech businessman Petr Syrovátko). In 2010-14, the state’s net revenue only came to 26%, with the rest covering the system’s costs. This is the heritage of the first Robert Fico government, which excluded the three cheapest bids for the toll tender and opted for the solution of the well-connected Milan Fiľo and the J&T group.
